My question is this:  I've heard that Warhammer 40K (didn't hear this about warmachine, but I think it would hold true) was a very cost prohibitive game to get into.

To get an army that would have a fighting change, what dollar range would the average gamer have to throw down?  I'm also curious as to the painting time this would require as well (I know enough to know that you can be docked for presentation, so painting them is essential).

I don't know much (read: anything) about this but I have a feeling Carl might be really informative.  I'll shoot him a message to see if he'll stop by here and answer but it might take a little while (he is at gencon).

 Undecided Wells dude,  40k can cost about $100 to get started in, building time will depend on your temperament and patience, also what army you bought and how customized you wanna make the army... Painting... Eh, I have yet to get passed priming my Warmachine army... 40k I'd say leave a whole day open to it if you want to be a perfectionist, but usually one model can take about 15 to 30 mins, just depends on the size and detail of the model. After the initial army buy in, you can build up from there, which usual additions to armies will cost from $5 up to like $60, so yes, very costly, but once you get over that hill, you're pretty much set for a long while. And more questions, like if you wanna know about other war games and stuff of the like

Yeah wargaming can be a bit pricey for a hobby, but if you compare it to other things, its not so bad. It humors me the amount of CCG players that say they want to play miniature games but say its too expensive when they constantly dish out dollar after dollar for packs of whatever. But really, you may expect to spend $150-$200 to get a well rounded army for Warmachine or Hordes (this includes the rulebook). 40K (or Warhammer Fantasy)  will actually cost more. A normal army (1500ish points) will start with around $100, but by the time you buy the rules, and finish it, I would bet you will spend $300-$400...maybe more.

Now before I totally scare you off, remember that most wargames market each game as a "hobby" as well as a game. I actually like to think of it this way. Yeah I get a TON of enjoyment playing the games, but I also love the building and painting. I find it relaxing and a good way to exercise my artistic muscle (even thought I would never consider my work good enough to enter a contest).

I guess you should take a look at the game you are interested in and start small. Don't buy everything at once. Get a model or a unit. Build it, paint it, and move on to the next. If you bite any army for any game into small chunks, the price and painting will be really easy to swallow.

I have been playing Warhammer Fantasy Battles on and off for over 10 years. Lately I've been looking at other systems and Warmachine looks really cool. I'm also trying to develope my own wargame based on the Diablo games.
